Chapter One: Introduction
1.1 Background of the Study
Community involvement in budgetary processes is crucial for ensuring that local government budgets reflect the needs and priorities of the people. In many Nigerian LGAs, however, the budgeting process often lacks transparency, and community participation is minimal. In Gboko Local Government Area (LGA), Benue State, there is a growing need for greater community involvement in the budgeting process to enhance accountability, promote inclusive decision-making, and ensure that public funds are spent in a manner that benefits the community.
This study will investigate the extent to which the community is involved in the budgetary processes of Gboko LGA. It will examine the mechanisms for community participation, the level of awareness of the budgeting process, and the impact of such involvement on governance and service delivery.
1.2 Statement of the Problem
In Gboko LGA, community involvement in the budgetary process is limited, leading to a disconnect between the priorities of the government and the needs of the local population. This lack of participation has resulted in inefficient use of resources, misallocation of funds, and public dissatisfaction with government services. This study will investigate the barriers to effective community participation in the budgetary process and assess how such involvement could enhance governance and service delivery.
